Short answer - no, they cannot be reprogrammed. You have to have matching chips in the remote and alarm brain. Alpine was the company that made those alarms, and they made a similar model for companies like BMW, Land Rover, and Nissan. Some of the fobs are actually identical, and they were typically reprogramable. The Saab ones, however, were not. I believe they started being able to program the chips around '95, right after the Saab ones no longer came from Alpine. Not sure if you can use a BMW chip in a 900 alarm - tried to find a set in the junkyards a few years ago and never found a compete set.
Anyway, you can either find matching chips, or install an aftermarket alarm (which would probably work a lot better, though it would not be original). There was only one place that claimed to be able to get the chips. It was Keylessride (link below). The part number is 8319, and they claim that they can be special ordered, but I never ordered a set to find out.
