Having cracked many a fuel rail bolt to check for pressure, and also having removed the fuel rail and reinstalled, and rebolted fittings at fuel filter, with no local source for new washers, and retightening the originals, I can report the following:
Unless they are obviously damaged (inner lip cut, say), the steel-and-rubber ones seem to work fine when reinstalled.
