That's a different animal than we all first thought. It's a homebrew intercooler fan. You won't see a schematic for in any SAAB factory service manual.
It should be OK as long as it doesn't cause any problems with charging.
If you wanted to get fancy, you could rig up a control loop with a pressure switch and a timer relay that would start the fan when the boost gets up to a few PSI over atmospheric and have it run for 10 minutes or so after the boost pressure drops below atmospheric (while the key is in the RUN position.) That should be long enough to deal with some of the intercooler heat-soak when running under boost.
If you wanted to get *really* fancy, there are always temperature transducers that could be put on the intercooler and variable-speed DC drives to regulate fan speed for controlling intercooler temperature. As much fun as it might be to do that (with appropriate funding, of course), it might be a wee bit of overkill :-)
How high into the red do you usually go with it?
