A nice car as it's much rarer than an SPG. I've got a couple of those bumpers. One has a shine the other does not. I dido what BobD said about the Back to Black or any other black part restorer. They work pretty well.
I really don't think you want to paint the bumpers as they are rubber.
While restoring another cars headlight covers I experimented with rubbing out my cars tail lights, screw heads and a spot on my bumper. I did not use the abrasive step but rather the polisher. I'm convinced that the bumpers could be buffed out with D/A polisher.
Since these bumpers are super easy to remove, you could experiment on the bottom lip. You can take these bumpers completely apart, which is very nice.
