I'm experiencing the same problems you have been describing. I am a DIY guy, like you, but I will share my experience so far. I thought about doing the fuel pump and in-line fuel filter myself. Did some research and found out it would be a very messy, 2 to 3 hour job with the filter being underneath the car. Did not want to deal with gasoline leaking out on the floor of my garage. I had a "used" fuel pump ready to buy, but my "Tech" told me he would not install used parts (fuel pump). Make sure the two "L" shaped" (white & black) fittings come with the new fuel pump. There is also a large "O" ring and plastic retainer ring. Retainer ring requires a "special tool" to remove it, unless you have a large screw driver and hammer. Chances of breaking either of the fittings and the retainer ring are good. You say you have a filter; make sure you have the set of copper washers that go with it. Chances are you will not want to use your old washers. I thanked my Tech for sitting me on the "bench" for this job.

That said; all this did not solve my problem, but the fuel pump and filter did need replacing. I am presently putting my backup "ECU Fuel Injection Computer" in place; which is a DIY job. I can hear the fuel relay "clicking", so I have eliminated the relay If this doesn't work, I guess I will turn the whole problem over to my Tech and "hang on to my billford". Good Luck
