3-inch downpipe makes a helluva difference. Hopefully you have already added a high flow intercooler. The stock intercooler is the most serious bottleneck in the system, then the downpipe. There is a raging debate over the header. Some claim it makes little difference, others boast a 10-12 HP increase. Many choose to stick with the stock header because they like the sound of the "burble" the stock header produces.
Biggest increase in peformance I've noted were (in order I did them): 1) tweaking APC box ala 900aero.com instructions, 2) adding an AID to the distributor (homemade unit, then a Group9 unit I found)to smooth out the retardation curve, adding a Jak Stoll chip/red top injectors/3 bar FPR, 4) adding a mitsy SMIC then a FMIC, 5) adding a 3-inch downpipe and 3-inch racing cat back to the 1st muffler. That's also pretty much the order of least to most expensive (hmmm, imagine that!)
Along the way, I had a 16G mitsubish turbo mod, but the rebuilder couldn't balance it to save his ass it disintegrated twice. I am now making a lot of power off my TE05-12B and am probably at its limits now. A larger Turbo( 16G or 18G) will likely be by next engine mod, but I am now working on upgrading my suspension, then will install the #8 primaries, Then I'll go back to figuring out ways to kill my transmission (starting to stockpile those now days too).
