You may want to change that coolant temp sensor before looking at the frost switch. I'm not intimate with the workings of the Saab 900 AC system, but a non-working engine temp sensor is what kept my son's 1999 9-3 from having AC. If the system can't get an accurate engine temp, the clutch will not engage as it can't ensure the engine temp isn't excessive so it defaults to overheating.
The temp sensor on the upper radiator hose simply turns on the passenger side fan I believe. Not positive, but I think it is unrelated to AC system diagnostics other than that.
You can check to see if your AC clutch will engage by jumpering a wire from the positive on the battery to the AC clutch wire atop the compressor. That will tell you if that component is OK anyway.
