Driving lights offer far greater distance coverage than even the high beams - running them with the low beams really wouldn't make a great deal of sense from your perspective, and will blind oncoming traffic. They really should be switched on/off with the high beams for everyone's safety.
All you need to do to change the operation of the foglight relay is lift up the fuse panel and find terminal 86 of the foglight relay - that terminal gets 12v when the low beams are on via the fuse right there... you should be able to trace the wire directly from one of the low beam fuses to fog light relay. Snip that wire, and attach it similarly to one of the wires coming off the high beam fuses. Done.
The Bentley wiring diagram shows that the little jumper wire is blue & white, however it also (incorrectly) shows that the wiring for all 16v headlights and foglights is the same, and that's wrong. But, the concept should be consistent - ground is passed from the headlight switch, though the foglight switch, to terminal 85 on the on the foglight relay. Positive comes from the headlight relay to the foglight relay - the combo closes the relay and the foglights turn on. By changing the source of the positive to the foglight relay, you change the operation of the relay.
To be safe, grab your multimeter and verify what I've said it true - probe 85 and 86 at the foglight relay, make sure it's -/+ respectively, then lift the panel and do a quick rewire. If you use a posi-tap, you probably won't even need any additional wire.
