Mix up some penetrating epoxy using 2-part epoxy and lacquer thinner until it is suitably runny to spread with a brush. Or buy some from a marine chandlery. Will seal it and stiffen it up a bit at the same time. After that, moisture will not bother it and the adhesive will bond well.
