Is there any play or wiggle room with your key inserted into the cylinder? An absolutely wrong key would probably feel a little different than the correct key inserted into a reluctant or dirty cylinder.
I have driven Saabs with some slop and wear between the cylinder and lock-out mechanics down there near the shifter base.
The "frozen" cylinder would be coaxed into turning via some gentle wiggling/manipulating of the shifter while simultaneously gently turning the key.
Perhaps some lubricant sprayed down into the cylinder might help.
