You can remove the ignition switch without drilling the lock cylinder for sure. Taking out the console and removing the shifter/ignition lock housing and dismantling it on the bench is the way to go in my opinion if you want to get to the bottom of some pesky problem that doesn't resolve via lubrication.
I sent you the pictures of my disassembly to fix the ignition gears in an email.
I don't quite know what you mean by "available" reverse lockout. The one you pull up on the collar to get the car into reverse is completely separate from the one that keeps the car in reverse until you have the key on. Both should be available and working in a properly functioning car. The ignition gears and reverse lockout that keeps the car in reverse when you have the key out are still available for sale at the usual places.
