The fog lights being on only when the low beams are on is not SAAB. It is archaic stupid US DOT. Fog lites do not magically burn through fog or evaporate it or some such. They work because they are mounted low on the car and have a sharp upper cut off, much like European low beams, so the light does not reflect off moisture droplets in the air back into your eyes. Using them with low beams completely negates their value. I rewire mine so they work with the park lamps or the high beams, as a little extra side lighting helps in dark Alaska where moose lurk waiting for a car to jump in front of.
