It's not much - 15lb ft is probably about right. That is the spec for the timing chain cover, which shares two bolts with the water pump. It's good to use a torque wrench here to ensure consistent torque and a good gasket seal.
The pulley is just good & tight... you're obviously limited by the fact it spins. 15lb ft is probably close enough there.
Make sure you use thread sealant on the lower/longer pump bolts. I'd use it everywhere. Peramtex High Performance Thread Sealant is a good choice here - it will seal the threads and prevent galling. I have never had corrosion problems after applying it. Be careful about using something like anti-seize... anti-seize changes the coefficient of friction on fastener threads and makes it easy to overtighten. 15 lb ft with anti-seize is way more than dry 15 lb ft. You DON'T wanna end up having to remove the timing cover.
