The ignition switch is under the shifter there.
they wanted to make it as difficult as possible for someone attempting to steal the vehicle to be able to disassemble the console and driveway with it.
Other manufactures employ devices like steering-column locks that are mounted with shear-bolts; a bolt on which the fastener head has a break-away torque and snaps of once completely tightened. Making it an enormous chore to remove the bolt ever again.
