I just welded new panels onto one of my cars, but had very little structure left. If your current panels are solid with surface rust you either need to encapsulate it or just paint it with grease or heavy oil. I have a winter Saab that I oil up every year and it does keep things from getting worse. It does need to be cleaned and redone on a regular basis.
To encapsulate I might use POR-15 or similar product and then cover it all with Truck Bed Liner. You will want it to drain as designed, but it is a trap for sand mud stones and water, which is why they fail.
