92T clutch line problem

Is it possible for the clutch line to be completely plugged up? i used compressed air to clear the line from the loosened bleed screw to the top of the disconnected line by the master clutch cylinder and no air comes out. i reversed it by putting compressed air from the top and still no air comes out of the loosened bleeder screw. i'm installing a new master clutch cylinder and wanted to make sure that the line is clear. is there a better way to clear the clutch line or just replace it new? what tool is needed to remove the nut (tight space) next to the bleeder screw?
