So far, we've verified:
1) Control wires to IAC are good, both wires aren't shorted to ground and the circuits are complete back to the PCM.
2) AIC is functioning when bench tested, so AIC is a known good unit.
MAF could be in play, but let's completely rule out the AIC before we go barking up that tree. Knowing that the above tests were successful, we'll need to rule out the following;
1) AIC is getting 12v power to the center pin in. This is on the same circuit as the fuel pump(fuse 30, 20 amp. This is all assuming I can read a wiring diagram, which is questionable), so if fuel pump is on, you should have 12v at the center pin of the AIC
2) Signal from the PCM is correct. This is going to be the hardest to test. To do this, you'll need to tap into the control wires. With the car running and idling at 3000 RPM, the PCM should theoretically be trying to stabilize the idle by closing the AIC. figure out which wire is the close circuit. This should be known from the bench testing. Tap into that wire and check that you have 12v with the car idling high. If this is the case, the IAC is working, the PCM is working, and we can move on to other components.
