Need help connecting vacuum tank in trunk

I have a 91 Convertible. I was cleaning the trunk and found this bottle behind the spare tire. I believe it is a vacuum tank for the heating/cooling system. There is a black tube coming from behind the back seats that is long to connect, but is not connected. It is shown in the second photo. There is also a clear tube coming from a hole closer to the back left wheel that does not seem long enough to connect, but I'm worried it should be connected. I could not find this in my service manual. The bottle has two nipples where tubes can connect. How should these be connected?
