Stripped Airbag Bolt

I have a stripped airbag bolt. Obviously not really Saab specific and drilling it out seems the only obvious option.
This to get to the plastic steering column bushing which has probably come apart as there is left/right up/down play in the steering column.
I've tried drilling it with the column in place but even with a cobalt bit and lubricant I do not seem to get far on what seems to be a very hardened bolt. I am not thrilled about drilling towards the back of the airbag either.
I was thinking about sacrificing the steering wheel and cutting a much larger hole in the back foam to get at the bolt head. Does anyone know what the metal core design is internally do decide if this is even possible?
I doubt a machine shop would be very excited about drilling it in a press with the airbag in place if I remove the column.
Any ideas welcome!
