1992 Harmonic Balancer stuck?

Im working on my 1992 turbo, and am having a hell of a time actually removing the pulley. Removal of the 27mm bolt and cylindrical spacer was easy enough, but when I put my fingers in there, there is still some sort of 'inner washer' which sleeved the larger outer washer/spacer.
Is this whats keeping this thing on? Ive hammered a couple wedges behind the sheaves to try and coax it off, but ultimately the goal is not to run it. On the older engines, once the bolt came off the pulley practically fell off...
