I believe it is just to seal the edges of the evaporator to the compartment it fits into so unfiltered air can't go around it, which would make the evaporator less efficient. I used headliner cut to the same shape of the original foam along with the original vinyl overlay piece and contact cemented it on.
By the way I just installed a 4 seasons evaporator and it is not an exact fit, you will need to modify the clip that holds the expansion valve capillary bulb to the large tube of the evaporator and also bend some of the tubing to get things to line up correctly. The expansion valve was also a very tight fit and the hose connection at the expansion valve for the hose going to the receiver dryer ends up further behind the plastic shroud than the original which makes things difficult. At least that's how it worked on my 1990 900S.
