Those are the stack shims. They position the gears and synchromesh components on the mainshaft so that they align with the shift control components. The thickness of the shim pack is determined by measuring the distance from the front mating surface of the main case to the large nut that secures the pinion bearings. Saab provided a special tool (#8790552) for measuring that distance but it can be measured with an inside micrometer and straight edge. The final distance with shims installed must be 195-195.1 millimeters. The shims were available in assorted thicknesses to achieve that dimension. The shims are almost always damaged beyond re-use by the time a gearbox needs new pinion bearings.
The 24 mm nut usually threads onto the shaft somewhere between flush to one and half threads protruding (depending on the stack shim thickness) when fully torqued to 37 +or- 7 ft/lb. If it's not fully on the threads of the mainshaft then something is wrong.
