My reasoning and experience .... When I got my '89 SPG in '99, its performance couldn't match the '88 SPG it replaced.
When I finally snagged an APC box from a garden-variety 900T and installed it in the SPG, the performance improved significantly and the gauge went almost up to the red. Turns out that the original APC box in the '89 had died.
Also check to see if any of the rubber grommets that hold the vacuum nipples into the intake manifold have deteriorated enough to pull the vacuum nipples out - that will also cause an enormous performance deficit.
