I think you are missing the point of what some people are saying.

30 PSI on an OEM turbo is way to much. It'll create way to much heat and actually reduce horsepower.

If you buy a bigger turbo, it can compress alot more air. Which means at a lower boost, you can get more air into the engine.
IE. stock turbo @ 20 psi = 250 cfm = 200 HP
upgraded turbo @ 12 psi = 300 cfm = 250 HP
Huge turbo @ 10 psi = 500 cfm = 325 HP

cfm = cubic feet of air per minute.

These are just numbers I made up, but this is what really happens when you get bigger turbos.

If you want more cfm, you need to get a bigger turbo. All turbo's are designed to run at a certain rpm and sustain a certain cfm. If you take a really small turbo and over boost it, you are going to blow it up, or at least loose a lot of horsepower with the added heat.

With less heat, you also don't have to worry about that huge front mounted intercooler.

Another thing is that 30 psi is a lot for any engine to take. If you want a reliable car I wouldn't want to boost that much every day.

One more thing to remember, the larger the turbo, the slower the spool up.

If you really want some details and accurate numbers, call up turbonetics.
I have their link in my webpage. They can give you all of the different turbos with their cfm rating and max psi.

The question is not, "How can I get 30 psi of boost." The question is, "How can you get ??? cfm's out of a turbo to reach 300 HP."
How much cfm's is what you have to calculate. Turbonetics can figure this one out too!
