clicking in steering column more likely binding ujoint in column somewhere, although it could be a broken horn contact...can't tell until wheel is removed.

Taking the airbag out and then the wheel is not a problem, but if the airbag light is set, only the dealer can reset it.

You may be able to avoid setting the airbag light if you disconnect the battery negative ground and wait 20-30min before removing the airbag. Then pull the steering wheel and fix whatever.

But before you go through removing the airbag, the lackahorn may be due to horn relay or just bad horns. Unlikely to have two horns go bad at once, but you'd be surprised how many people drive around with one horn bad without knowing it...other horn goes and no horns. Horn relay is in the fuse box under the hood...should be labeled. The wiring diagram should tell you which terminal goes hot when you touch the horn ring/pad...if it doesn't go hot you have a problem in the steering wheel contact probably.

One of the 4 terminals for the horn relay is hot (it's the terminal that is closed when the relay closes) always and another goes to the horns.

The Haynes says to leave the airbag alone for good reason, they can pop off (but evidently not often enough for thieves to stay away from them) or more likely the reel in the steering wheel isn't reset to center when bag is reinstalled and then the first time the wheel is lock to locked the reel/wire is broken.

Long story short...look at bottom of steering column for clicking ujoint, check horns and relay for lackahorn.
