How to open the primary case inspection cover?

I want to get the last 1/3 qt of oil out of the transmission per Kevin K procedure (see 6 October and other recent posts - I have already filled with 20W straight non-detergent oil) before replacing with Redline MTL. Does the snap brace across the cover snap DOWN or UP? And does the cover pry off with that tab on the top? It looks as if the snap goes down, but the cover would not come off, although I could get it to pry open slightly with that tab. NO instructions on this in Haynes whatsoever! and I don't yet have a Bentley's (on my Christmas list, however). I intend to then siphon the oil out with a plastic siphon. Thanks.
