somewhere along the line someone reversed the polarity of the fans. One side of the fan is grounded and the other is hot.
You can look at the fan and see if there's something obvious that was put together backward, like a connector or wire cut and then rewired backwards, just reverse that.
OTOH, if you can't find anything stupid, just go back to the nearest connector on the fan wires and reverse the polarity at the connector...take the terminals out of one connector and reverse them and reconnect the two connectors.
