fan working intermittently?

My '89 900T gets pretty warm in downtown stop-and-go traffic, only when it's REALLY slow. On the highway it never even makes it to 1/4. One day last week, when I started it cold, the fan came on. This was repeated for two or three cold starts, then about the fourth time it didn't come on. I'm thinking maybe the damn thing doesn't work when I need it, and works when I don't, or just works whenever it feels like it.
Any thoughts on how to test it?
Craig
