I don't think you can lube the HCV without removing it. I don't even think it can be lubricated at all. Once you remove it, it's easier to put in a new one because it is not a easy job to remove. It cost about $75.
But before you do it, I recommend you do this. Disconnect both inlet and outlet coolant hose connection in the engine compartment near the brake booster. Stick a garden hose to one end first (with the heater dial control at high) to flush it until clear water comes out from another. Then reverse flush it, again until clear water comes out from the inlet.
If this doesn't clear up the clog, you might as well replace the HCV.
