Power-assisted steering leak

The servo valve on my 1988 8-valve 900 is leaking from the top, where the shaft exits vertically to attach to the steering column universal joint.
Three questions: (1) If I can't replace the seal, can I disconnect the belt from the steering pump and safely operate the steering manually? If safe, does it just feel like manual steering, or harder?
(2) Has anyone had experience with a leak of this type? Is it likely to be merely a matter of replacing the "hydraulic seal" shown in the exploded diagrams in the Haynes manual? During removal/replacement, would the fluid want to come out under pressure if the system is off, or will it just slowly leak?
(3) Is it a bear to detach the universal knuckle/joint to the steering column? It doesn't look simple at all, yet it seems obvious it has to move upward and off the shaft so that the replacement seal can be fitted. The release of the circlip and dust cover over the seal looks easy. True?
