I've got a '90 SPG sitting in the driveway, and I definitely agree that it makes more boost than either my '87 or '88 SPGs made stock. That has more to do with the tuning of the APC box more than the turbo itself - the '90 has almost no boost taper, and will sit on the red/yellow border on the gauge until past 5000rpm. I suspect that is what's reponsible for the higher-rated output of the car.
That said, within its efficiency range (-15psi, roughly) the Mitsubishi turbo is extremely responsive. I get virtually no lag and full boost is on tap by 2200rpm or so under full throttle. Very drivable. I actually haven't pushed boost past 14psi because I really don't want to have to replace this turbo! :) I am currently trying to find a T25 to fit on my '88 9000T - you can't beat a small turbo for day to day driving.
