problems with convertible top

Someone please help!!! I am a female Saab owner and I am having a lot of problems with the top going up and down. It was originally a wire leading into the relay..and now it is stuck in the down position. I can hear the relays trying to work but it doesnt seem to be sparking. Also, the hydraulic unit seems to be low in fluid. Could this be part of the problem? What kind of fluid do I need to put in the unit?? Please help!!
