I'm not GM, but I know where you can get these-
Try either Sweedish Dynamics (http://www.saabperformanceparts.com) or SPG9 (http://www.spg9.com)
I bet you could get a used one out of a junkyard, too.
FPR does mean fuel pressure regulator. If you look under your hood, it is a little round thing (maybe a little bigger than a golf ball) sitting right near the fuel rail.
Someone correct me if I am wrong, but I believe there are three sizes of FPR's in use (not including the rising rate type) 2.5, 2.8, and 3.0 bar. 2.5's being stock on turbos, 2.8's on natually aspirated, and 3.0 coming with the red-box dealer upgrade package. Putting on a higher pressure FPR will probably not change much on it's own, you need to get the boost higher by APC mods, etc. But, if you've gotten to a point where you can't boost anymore becuse of engine knock, then a higher pressure FPR will allow more boost by reducing the tendency to knock at higher boost pressures.
