I have seen a similar phenomenon on both an '85 VW Jetta (diesel) and an '81 Datsun pickup, except that on these vehicles it was turning on the headlights which made both those gauges read about 20% higher than normal (lights off was the correct reading). I am quite sure that it was a dashboard ground problem, since reaching behind there and wiggling wires seemed to cure it temporarily in both cases.
