You can drive with the belt off of the pump. Try it out and make your own decision if it is to hard to turn. It is really stiff when trying to parallel park, but on the highway I never had any problems.
I never tried rebuilding the rack. Always replaced it.
The steering nuckle is a bit of a pain in the A$%. You have to line up the holes with the space on the shaft. Otherwise, you can't get the bolt all the way through. I found it easiest with 2 people. 1st person lines up the shaft and knuckle, and the 2nd person actually pushes on the steering wheel, which pushes the knuckle on the shaft.
Then you realize you didn't line it up right, and do it again.
And again, and again, and again. Then you stop grab a beer, and it goes on the first time!
