1. You can use wheels from any car 1987 or earlier. Those particular wheels were used only on 16v cars between '85 and '87. I think the Ronal wheels where only used on the earlier of the bunch, and the later ones switched to Fundo.
2. JB Weld is the way to go for the AIC valve. Only other solution I am aware of is to swap out the intake manifold and throttlebody, as I did on my '85 900T.
3. The little thingies are vacuum switches. I can't remember which is which, but one of them is for the shift-up light and the other is used to drop the APC system to base boost when the cruise control is engaged. You technically don't need either of them.
4. Can't help on the APC system issue without more info. How much boost is cut? When is it cut? It's normal for the APC system to taper boost off as RPMs increase or when knock is detected. If it's a knocking issue, be sure your ignition and fuel systems are in good shape. A tune-up (plugs, wires, distributor cap & rotor, filters, etc.) is probably recommended regardless, but may also cure the problem.
