Hi there, TM.
I just replaced the hooter in my Swedish Beastie a few weeks ago, and posted the story here on TSN. If you click above on "More from Monster" and then go down the list to November 6th, you'll find my post "SPG9 Upgrade, the Hooter Valve." Read it and the string of posts attached to it for some good tips on what's involved in the change out.
To test your hooter to see if the diaphram is ruptured, find the vacuum hose leading to it. The hooter is in the plastic elbow on the intake side of the turbo, and you can see it by standing on the right side of the car and looking with a flashlight at the pipe leading from the AMM to the turbo. There's a vacuum line running from the hooter, which snakes up in front of the engine, under the intake manifold, and connects to a tee below the alternator and brake booster area. Disconnect that hose and see if it will hold vacuum. If it doesn't, your hooter's shot and you'll need to replace it.
