I've had a similar experience and it was a problem of tires. ABS works by looking for differences in the rotation speed of the wheels. If all four wheels are not turning then ABS has nothing to do - even though you are sliding across the pavement. This happened to me last year in NYC. I tried to stop for a red light but the car kep sliding, the ABS worked for a while and then stopped as I continued to slide - no wheel was turning. I have since found that the Dunlop tires I was using are lousy in cold, wet, icy conditions. Plainly, they have no grip. And if tires have no grip, ABS cannot help you. As other posts suggest, get better tires (or don't drive in snow & ice).
