There is a two stage fuel pump - The main pump is covered with fuel with a half tank or more. When the level drops below half, the main pump is uncovered, and the pre-pump picks up fuel from the bottom half of the tank to feed the main pump.
It sounds like your pre-pump is on its way out. Classic sign is fuel starvation a low tank levels. The short term solution is to keep the tank more than half full. This is actually not a bad solution - not only does a fuller tank have less condensation problems, but the fuel pump lasts longer - it doesn't have to work as hard, and the fuel bath cools it.
Otherwise, look into a new pre-pump - depending on year and type, it can be replaced without needing a whole new fuel pump.
