Starter/voltage fluctuations

Thinking of buying a '96 Aero that I can obtain very cheaply. Drove it a few nights ago, and noticed that starter is on it's way out (had a whining noise when cranking). This doesn't concern me as I can get it rebuilt cheaply, however while driving the lights (as well as instrumentation lights) started to pulsate or strobe mildly for a brief spell. I've encountered this with my '85 900T, usually during intense snow squalls, and it always goes away soon after.
On the Aero this went away on it's own. Driving conditions were dry at the time. I'm wondering if this was any way connected to the worn starter or is a separate issue all together. Voltage regulator?
