Michael Smith is correct about the steering and as Quasi mentioned the belt that drives the power steering pump does drive the water pump as well as the alternator. Remove that belt and you don't drive the car, it's that simple. As for the oilers you talk about, yes the 87's do have them and they come with the head gasket kits. As to needing to replace them I am not aware of any maintenance interval for them, besides, as long as they aren't tampered with they should last as long as your head gasket. I also own an '87 9000 Turbo 5 speed and have done quite a bit of work on it.
Replacing the rack is a good idea for your problem and is not a difficult job once you've done it once. Bill J. has a good write-up on it on his website. Definitely check Quasi's site on the mounts, I'm going to be doing mine soon and plan on making good use of it myself.
