It's very difficult to tell if the scratches are deep enough to even bother with from your description, but most likely you don't have to do anything about it.
What is the reason you took the head off in the first place?
What worries me more about the scratches is if the balance chain sprockets are worn out and that is the reason for the scratches in the camshaft. Pieces of the sprocket have gone through the oilpump and managed to reach the camshafts. ( not likely, but still possible)
To rebore the head and grind the cam is a major undertaking and you will be much better off to find a used head instead.
