How do you know it's working if it's not cold? It might just be that the air coming out of the vents is evaporating some sweat, making you feel a little cooler.
Check it out: start the engine and open the hood. Set the a/c for max cool. Locate the tubes on the left fender which run between the a/c compressor and the false bulkhead. One should be hot and the other cold. If there's no marked difference in temp between them then your a/c is NOT working. Could be a number of things wrong including no refrigerent, bad compressor clutch, clogged expansion valve, clogged reciever-dryer, and/or the dreaded failed compressor.
If it's a lack of refrigerant (Freon of R-134) repair will be relatively inexpensive, but this is NOT a DIY job, unless you have specialized equipment (vacuum pump and guages) and knowlege of automotive a/c systems. If your system used Freon, I'd recommend a change to R-134, it can be done professionally for under $250 including the proper lubricant and addition of a leak-tracing dye. Subsequent recharges, when necessary, will be less than a c-note.
Incidentally, many folks have stated that conversion to R-134 requires a change of expansion valve and reciever-dryer, but the indie Saab shop that did mine left the old equipment in place (just changing one valve on the compressor, along with some 0-rings) and the system is entering its second year, with no problems.
