... that the "vacuum" line is actually at manifold pressure, which means boost pressure when the throttle is open and the turbo is boosting. Since both sides are at the same pressure (more or less) when the throttle is open, and there is a spring pressing on the diaphragm, the valve stays closed until the throttle is almost completely closed. At closed throttle, the pressure differential is enough to overcome the spring (which is quite strong) and open the valve.

From the factory, the valve is fitted the opposite way to the way Quasi has his fitted. This makes for a quicker response to throttle closure, while still staying closed under boost as explained above.
