I see those grooves here and there on the Saab engines and the only reason I can think of is for it to be a back up if the sealant would go bad and instead of leaking all the way out, the oil would get to the groove and pour back into engine sump.
If you have seen an intake manifold gasket, between each runner is a groove cut in the papergasket, I beleive that is for if the coolant canal that is between the runners start to leak, the coolant reaches the groove and is diverted out instead of into the engine.
The older 2L engines had a similar groove further up on the timing cover where the coolant canal passed through into waterpump. So that coolant wouldn't mix with the oil if the seal failed.
In a perfect world it sounds good, but as you discovered, the groove fills with loctite and don't really work the way it's suppose to.
