The bits of foam are probably from the flap at the front of the blower housing. Are you sure that the flap is working? And are you sure the two vent motors are working. You should not be feeling any cool air in the engine compartment. The area you are talking about is where the fresh air filter is, and air should be going IN, not coming OUT.
So, it sounds like your blower is blowing air out past the condensor, inside of drawing air in past it. You definately have a blockage somewhere in the vent system.
