93' 9K CDE Overheating, with AC on, then can't start...

We have a 1993 9000 CDE that is recently having overheating problems in our hot Toronto summer.
1) When idling, the gauge is at the middle, but if you start driving, it goes up to about halfway between mid and H.
2) If you turn on the AC, it gets worse. This also occurs even when driving on the highway (and sometimes even worse too), leading me to believe that it isn't a fan related issue.
3) The car does not start after you turn it off unless you let it cool down or pop the hood for a minute or so, after the car has hit this temperature range. The lights come on, and you hear a clicking sound when you turn the key, but it won't ignite unless you wait.
4) sometime, the temp gauge needle suddenly drops down 30 degrees, then comes back up, within seconds.
Any suggestions as to what the problem could be? The cooland was flushed, but I don't know how or if the radiator was cleaned.
