It seems your only fuel mod is the 3.0 bar FPR? That's pretty good to see 15 and 16 psi. Do you have 93 or 94 octane fuel that you use?
In any case, generally speaking, I would say you'll need a little bit more fuel to get 18 psi all around, and possibly other things as well. 24# or 26# injectors are a nice upgrade, and you could consider a Rising Rate Fuel Pressure Regulator (Trent Saab's is by far the cheaper, and good).
For injectors, you can get a set of eight Ford Motorsport or Accel injectors for $200-240 and split the set with somebody else.
That said, one way to get 18 psi all around without any cost is to retard your timing 2 or more degrees. This will help prevent detonation at the higher boost levels. The problem with this approach, is that you probably won't be making any more power, and in fact, you may actually be making less. Also, your car will feel noticeably more sluggish below 3000 rpm. A better option is to get a modified distributor vacuum advance/boost retard unit, which will allow you to advance the timing at idle/vacuum, but have it slightly more retarded under max boost. This, in theory, gives you the best of both worlds - better low end response and torque, while still allowing you to run high boost stably. There is the AID from SPG9, the MSD BTM, and Brad at KC Saab also offers this type of modification. They all have their plusses and minuses, it just depends how cheap you are, or how much into tweaking you are.
Another way you can safely increase the boost is to add water injection. This is probably a bit beyond your planned budget or scope of work, but it can be done as low as $200. With only 92 octane available, it's almost a must trying to run over 15 psi stably without over-retarding the timing.
Hope this helps. I was at one time running up to 22 psi with the timing way too retarded (6 degrees BTDC at full boost instead of 11). Now I am only running about 16 psi, hitting 18 psi on cold mornings only. I don't need the superboost anymore, and in fact, my car is making about the same torque/power at 16 psi as it was at 20 psi, because the timing is four degree more advanced. Plus it's way faster off the line.
