It certainly seems like a vacuum problem. I deal with this a lot with my '87 I find that often enough I can ignore it. If you really want to solve the problem I suggest either (1) take it to a really competent SAAB mechanic who might be able to find the leak in 2 minutes (diagnosed a faulty fuel pressure regulator in 2 minutes last winter) (2) or more realistically, follow all of the vacuum hoses you can find in the engine and see if they're attached at each end. Stupid method of diagnosis but it should work. You might want to check the connections at the charcoal cannister in the front right fender - these come loose sometimes. Other thing you might want to check is the turbo bypass valve - this causes LOTS of goofy behavior when it fails.
