Saab fuel gauge/measuring devices are generally known to be 'innacurate'.. certainly so after a few years use. I know mine certainly are.. (R is reserve capacity as correctly pointed out) it translates into approx 2to (3 US) gallons of fuel remaining.. ample for emergencies unless 'totally unaware'.
In my Saabs the red light illuminates when R is reached.. usually when the gauge is way below the R indicator on the gauge:-)... had to actually open the Tank and measure/test/check to see if the thing was accurate and functioning... surprisingly it was.
Personal opinion is to never let the fuel gauge get below 1/4 tank...easy and foolproof..even onna Saab.
